Shaoyang City Shuangqing District is located in the east of Shaoshui River and south of Zijiang River. Shaoyang famous scenic spot “The Autumn Moon Above Two River ” lies this district, hence the name Shuangqing. Bounded on the north by Xinshao County, on the east by Shaodong County, on the southwest by Daxiang District, on the northwest by Beita District, Shuangqing District covers an area of 139.6 km2. Shuangqing is administratively divided into six town and townships, six township-level street office under the jurisdiction of the district government. The district has 19 nationalities with a population of 0.3 million.
Shuangqing District was set up in October, 1997. It lies in Hengshao hilly basin with a chain of undulating hills and smooth terrain. Located in central subtropical zone, Shuangqing has a continental wet monsoon climate. With sufficient sunshine, plentiful rain and distinct seasons, Shuangqing has favorable conditions for agricultural production. Shuangqing enjoys exceptional advantages in developing tourism resources. It has many places of historic interest and scenic beauty such as: the Autumn Moon Above Two River, Shehu Snow. Luoyang Hole, Shuangqing Park, East Pogoda Park, Shuifu Magical Temple, Square Park, Shehu Park and etc..They are so enchanted as to make sightseers forget about home.
With completed infrastructure, Shuangqing District has convenient transportation. Based on Shaoyang Railway Station and Shaoyang Bus Station, many trunk railway and highway lines run in all directions through Shuangqing. National highways No. 320, 207 run through Shuangqing. Xiangtan to Shaoyang Expressway have come into operation. Luoyang to Zhanjiang railway will be completed. Shuangqing is an important hub of communications in central area of Hunan Province.
Since Shuangqing District was set up, the district committee and government have carried out five-year developing strategy of developing industry, expanding city, opening up to seek development in all-round way, science and technology leading. An opening up, civilization and rich new district is taking shape. In 2002, GDP has hit RMB 900 million yuan and the average budgeting per-capita income of rural residents was RMB 2800 yuan.
Shuangqing District is a commercial center of Shaoyang city proper. It is an important part of civil economy. There are 8302 individual producers in the district. Over ten markets of electronics, automobile fittings, cloth, dress, non-staple food, forage, building materials and etc. have come into operation all over the district, among which Xiangyun Market , Riheng Electronics City, Xiangqian Building Materials City, Shaoyang Cloth Market, Sanyanjing Comprehensive Market are developing toward Hunan Province even all over the country. The main products are Yamaha tank, Liebao automobile tank, Diesel engine spring, textile, water pump, fiber, lubricating oil, storage battery, cement, forage, paper and etc. with automobile fittings, chemicals, textile, building materials, paper and forage as its mainstay. The agriculture is developing toward comprehensive development and modern high efficient agriculture from single and small one.
At the same time of developing economy, the science and teehnology, education, culture, hygiene, physical training and etc. make progress. By the end of 2002, 296 achievements of science and technology have been developed. Among which 70 achievements have obtained the state patent, 25 achievements have obtained the state, provincial, municipal prize of science and technology, 18 achievements have obtained the state or province the first or the second name.
